Update on Climate Change Policy to Reduce Carbon Emissions

U.S. Journal Study Shows CO2 Improvement Steps

Update, July 2, 2010

A United States journal study has shown that by switching off your lights, turning the television off at the electrical mains and using cooler washing machine cycles could have a much bigger impact on reducing carbon dioxide emissions from power stations than previously thought, according to a new study published this month in the journal Energy Policy. The journal study shows that the figure used by government advisors to estimate the amount of carbon dioxide saved by reducing people's electricity consumption is up to sixty (60) percent too low.

South African Point of View

Update, April 28, 2010

CAPE TOWN, South Africa ? Four influential developing nations say the world must work for a strong climate change agreement this year.

Summing up strategy talks in South Africa on Sunday, South African Environment Minister Buyelwa Sonjica and her counterparts from Brazil, China and India said they want year-end talks in Mexico to produce a binding international agreement to reduce greenhouse gases and help poor countries cope with climate change. But they add success could still come from a 2011 round in South Africa.

Hopes for success in Mexico have been fading since acrimonious talks in Copenhagen last year failed to produce a binding agreement.

The 1997 Kyoto Protocol, with provisions capping industrial countries' greenhouse gas emissions, expires in 2012.

Copenhagen Summit for World Pledge to Reduce Carbon Emissions

Chinese Point of View

The Peoples Republic of China on Sunday said that they welcomed the outcome of climate change talks in Copenhagen one day after a pledged deal was reached to fight global warming.

Chinese Foreign Minister Yang Jiechi was quoted as saying in a statement posted on the foreign ministry website "With the efforts of all parties, the summit yielded significant and positive results."

The Copenhagen agreement was put together at the last minute by a small group of powerful leaders from the United States, China, India, Brazil, South Africa and major European nations, after it became clear the summit was in danger of ending in failure.

The agreement set a commitment to limit global warming to two degrees Celsius (3.6 Fahrenheit), but it did not spell out the important stepping stones to achieving this goal, which is a specific global emissions target for 2020 or 2050.

The agreement also did not identify a year by which emissions should peak, and pledges were made voluntary and free from tough compliance provisions that many supporters were anticipating.

Foreign Minister Yang, who never specifically mentioned the accord on his website statement, said the summit had successfully maintained the principle of "common but differentiated responsibility," which recognizes differing economic circumstances between emerging countries and rich nations.

The Peoples Republic of China, the world's biggest carbon polluter according to world statistics, has always said rich countries should take the lead in committing to substantial emission reduction targets and provide financing to developing countries battling climate change.

The joint statement coming from The Copenhagen Accord set a goal of "jointly mobilizing" 100 billion dollars for developing nations by 2020.

Foreign Minister Yang added that the summit made a step forward with regards to developed countries' mandatory emissions cuts and developing nations' voluntary mitigation actions.

Foreign Minister Yang said, "Third, it reached broad consensus on the key issues of long-term global targets, funding, technology support (to developing countries), and transparency." Foreign Minister Yang said China has pledged to reduce carbon emissions per unit of gross domestic product by 40 to 45 percent by 2020 based on 2005 levels.
